摘 要：
在全球双碳目标的大背景下，工业园区作为城市的重要部分，如何实现绿色低碳化发展，已成为当代城市发展的重要课题。而"三链融合"即产业链、供应链、价值链的融合，为工业园区实现双碳目标提供了有效的管理策略。本研究首先阐述了双碳目标对工业园区带来的挑战，然后，通过对"三链融合"战略管理模式的深度研究，提出了一套完善的工业园区双碳目标实现方案。该方案通过优化产业布局，整合供应链资源，升级价值链，推动工业园区的绿色转型。实证研究发现，实施"三链融合"管理模式的工业园区，不仅能有效降低碳排放，而且还能提高产值，实现经济环保双赢。因此，该研究结果对于指导工业园区实现双碳目标并加快绿色转型具有重要的理论和实践意义。

Abstract:
Against the global backdrop of the dual carbon goals, how industrial parks, as significant components of cities, can achieve green and low-carbon development has become a crucial issue in contemporary urban development. The "three-chain integration," namely the integration of industrial chain, supply chain, and value chain, offers an effective management strategy for industrial parks to attain the dual carbon goals. This study first elaborates on the challenges posed by the dual carbon goals to industrial parks. Subsequently, through in-depth research on the strategic management model of "three-chain integration," it proposes a comprehensive plan for industrial parks to achieve the dual carbon goals. This plan promotes the green transformation of industrial parks by optimizing industrial layout, integrating supply chain resources, and upgrading the value chain. Empirical research has found that industrial parks implementing the "three-chain integration" management model can not only effectively reduce carbon emissions but also increase output value, achieving a win-win situation in both economic and environmental aspects. Therefore, the research findings hold significant theoretical and practical implications for guiding industrial parks to achieve the dual carbon goals and accelerate their green transformation.
