摘 要:
当前中国社会工作面临专业化与本土化的张力,陷入价值虚化与技能简单化的“半专业”困境,且存在教育与实务脱节的认识论断裂。现有社会工作能力研究多受制于静态的“技能清单”范式,或陷入缺乏公共性的个体反思闭环。为破解此难题,本文尝试结合中外知识传统,提出以“学、思、行、写、讲、听、信”为核心要素的“七位一体”能力动态生成框架。框架指出,专业能力是螺旋上升的知识行动流:“学思”构筑认知前理解,“行”促成具身经验的转化,“写讲”推动个体默会知识向公共知识跃迁,“听”保障系统的反思与开放,而“信”作为精神底座贯穿始终。为实现社会工作者从“技术执行者”向“公共价值创造者”的跃迁,亟须在教育培养范式、机构组织转型与政策制度保障三个层面协同发力,构建“知行信合一”的专业成长生态系统。

Abstract:
Contemporary social work in China faces a tension between professionalization and localization,finding itself trapped in a“semi-professional”dilemma characterized by the erosion of values and the oversimplification of skills,while also suffering from an epistemological disconnect between education and practice. Existing research on social work competencies is largely constrained by the static“skill inventory”paradigm or trapped in a closed loop of individual reflection lacking public engagement. To address this challenge,this paper attempts to integrate Chinese and Western knowledge traditions,proposing a“seven-in-one”dynamic competency generation framework centered on the core elements of“learning,thinking,acting,writing,speaking,listening,and believing.”The framework posits that professional competence constitutes a spiraling stream of knowledge-action:“learning and thinking”establish cognitive pre-understanding; “action” facilitates the transformation of embodied experience; “writing and speaking”drive the transition of tacit knowledge into public knowledge; “listening” ensures systematic reflection and openness; and“belief,”serving as the spiritual foundation,runs through the entire process. To facilitate the transition of social workers from“technical implementers”to“creators of public value,”it is imperative to coordinate efforts across three dimensions—educational paradigms,institutional transformation,and policy safeguards—to construct a professional growth ecosystem that unifies“knowledge,action,and faith.”
