党的二十大报告指出：“全面建设社会主义现代化国家，必须坚持中国特色社会主义文化发展道路，增强文化自信””建设文化社会主义文化强国，发展面向现代化、面向世界、面向未来的、面向民族的科学的大众的大众文化“。发展中国式的社会主义现代文化，离不开文化法治。而文化法治的发展离不开文化法学发展与繁荣。
文化法学作为一门新兴的交叉学科，致力于探究文化与法律之间的互动关系，以及法律对文化现象的调整的一般规律；文化法治强调法治原则在文化领域或行业的应用，旨在通过法律手段引导和保障文化事业与文化产业的健康发展。文化法律制度则是指一系列调整文化活动和关系的法律规范的总和。为繁荣文化法学研究，促进学术交流，推动文化法学学科发展，致力于我国文化法治事业，我们创办《文化法学评论》这一学术平台，期待与各位同仁共同见证我国社会主义文化事业和文化产业的繁荣，为中国式文化现代化贡献力量。
《文化法学评论》将秉持开放、包容、创新的学术理念，致力于发表高质量的研究成果，为文化法学的研究者、实践者以及政策制定者提供一个交流与对话的平台。我们欢迎来自不同学科背景的学者投稿，共同探讨文化与法律之间的复杂关系，揭示文化现象背后的法律逻辑，以及法律对文化发展的深远影响。《文化法学评论》将不断拓宽研究领域，深化研究内容，创新研究方法，推动文化法学学科体系的完善和发展。我们也将密切关注文化法治实践中的新问题、新挑战，为法律实务工作者提供有力的理论支持和实践指导。《文化法学评论》现开设的栏目包括本期关注、理论前沿、名家讲坛、学术专论、域外之窗、青年论坛、学术书评、案例评析等栏目，在此，我们衷心感谢各位同仁、专家学者以及广大读者的关注和支持。让我们携手共进，为文化法学的发展贡献智慧和力量，共同开创文化法学研究的新篇章。

Preface: the report of the 20th National Congress of the Communist Party of China pointed out that "to comprehensively build a socialist modernized country, we must adhere to the path of socialist cultural development with Chinese characteristics and enhance cultural confidence." "To build a cultural socialist cultural power, we must develop a scientific popular culture that is oriented towards modernization, the world, the future, and the nation." The development of Chinese style socialist modern culture cannot be separated from cultural rule of law. The development of cultural rule of law cannot be separated from the development and prosperity of cultural law.
Cultural law, as an emerging interdisciplinary field, is dedicated to exploring the interactive relationship between culture and law, as well as the general laws governing the adjustment of cultural phenomena by law; Cultural rule of law emphasizes the application of legal principles in the cultural field or industry, aiming to guide and ensure the healthy development of cultural undertakings and cultural industries through legal means. The cultural legal system refers to the sum of legal norms that regulate cultural activities and relationships. In order to promote the prosperity of cultural law research, facilitate academic exchanges, and advance the development of cultural law disciplines, we are committed to the cause of cultural rule of law in China. We have established the academic platform "Journal of Cultural Law" and look forward to witnessing the prosperity of China's socialist cultural cause and cultural industry with our colleagues, and contributing to the modernization of Chinese culture.
The Journal of Cultural Law will uphold the academic concepts of openness, inclusiveness, and innovation, and is committed to publishing high-quality research results, providing a platform for communication and dialogue among researchers, practitioners, and policy makers in cultural law. We welcome scholars from different disciplinary backgrounds to submit articles, jointly exploring the complex relationship between culture and law, revealing the legal logic behind cultural phenomena, and the profound impact of law on cultural development. The Journal of Cultural Law will continuously broaden its research fields, deepen its research content, innovate research methods, and promote the improvement and development of the discipline system of cultural law. We will also closely monitor new issues and challenges in cultural rule of law practice, providing strong theoretical support and practical guidance for legal practitioners. The current columns of the Journal of Cultural Law include this issue's focus, theoretical frontiers, expert lectures, academic monographs, external windows, youth forums, academic book reviews, case analysis, etc. We sincerely thank our colleagues, experts, scholars, and readers for their attention and support. Let us join hands and contribute wisdom and strength to the development of cultural law, and jointly create a new chapter in cultural law research.

期刊目标：《文化法学评论》（Cultural Law Review, CLR）旨在为文化法学研究者们提供研究成果发表的平台，理论知识分享的重要途径；通过刊登高质量的文化法学学术成果，推进文化法学理论创新，促进文化法学研究的繁荣发展；加强文化法学学科建设，为新时代文化建设、文化法治提供理论支持、学术智慧。
Aim: The Cultural Law Review aims to provide a platform for cultural law researchers to publish their research results and an important way to share theoretical knowledge; By publishing high-quality academic achievements in cultural law, we aim to promote theoretical innovation in cultural law and foster the flourishing development of cultural law research; Strengthen the construction of the discipline of cultural law, providing theoretical support and academic wisdom for cultural construction and cultural rule of law in the new era.
期刊栏目：涵盖1理论前沿、2学术专论、3青年论坛、4域外之窗、5名家讲坛、6本期关注、7学术书评、8法条评析、9案例评析等，来稿除需符合各栏目特色外，还需符合《文化法学评论》投稿要求和注释体例。
- 理论前沿：本栏目是本刊的核心栏目，集中展示文化法学领域具有权威性、理论性、引导性的学术成果。来稿应是聚焦文化法治建设中最新的学术理论、研究方法和发展趋势，学术内涵丰富，能够提出问题并有相应对策的文化法学理论类论文，有助于推动学科的发展和进步；
- 学术专论：本栏目关注我国文化法治实践中的热点、重大、疑难问题，来稿应对我国文化法治实践中存在的文化法律、文化法治和文化法学问题进行系统性、多角度的深度研讨，阐释文化法治思想，研拟依法治理策略，推动文化法学理论与实务的融合；
- 青年论坛：本栏目面向全国法学界优秀博士、硕士征稿，来稿应注重选题的新颖性、前沿性和开放性，需有独到学术见解和创新价值；
- 域外之窗：本栏目来稿可针对不同国家的文化法学理论、文化法律制度及文化法治发展进行比较研究，或是借助世界文化发展中具有启发性、可行性的思路，提出推进中国文化法治建设的传统与现代、本土与移植、共性与多元的扎实研究；
- 名家讲坛：本栏目将组织文化法学领域的专家、知名学者就文化法学热点问题发表真知灼见，来稿应聚焦我国社会主义文化法治建设新征程上的重大理论和现实问题，以专业性、系统性的视角，提出前瞻性、时代性的理念和主张；
- 本期关注：本栏目为本刊特别设立的栏目，关注文化法学领域的最新研究进展、新兴趋势、热点问题或重大事件，鼓励作者提出新观点或新方法，便于读者把握文化法学领域最新动态。来稿应注重内容的时效性、研究方法的创新性，形式可包含综述文章、评论、访谈或特别报道等；
- 学术书评：本栏目为本刊特别设立的栏目，对文化法学领域关注度高、影响力大的著作或新近出版的学术著作进行评价和讨论。来稿可对相关著作的原创性、研究方法、论据充分性及对现有研究的贡献等作出专业分析，并能够作为学术讨论的一部分引发对相关著作或领域的进一步探讨和研究；
- 法条评析：本栏目专注于对法律条文进行深入分析，对法学研究和法律实践都具有重要的价值和意义。来稿可对特定法律条文进行详细解读，评析内容力求深入、全面，可涵盖法律条文可能涉及的立法背景、法律含义、规范目的、构成要件、实际应用或法律效果等各类法律适用问题，并提供对应的答案和解决方案；
- 案例评析：本栏目是专门针对具体法律案例进行分析和评论的板块，是以法学理论服务司法实务的有效途径。来稿不仅要聚焦案例本身，或提供案件的详细分析或判断法官对成文法概念的认识方式和论证逻辑，还要注重案例背后的法理分析和法律适用问题，以促进文化法学理论与文化司法实务的互动与结合，从而进一步积淀中国的文化法学理论。
Section: This journal covers the following sections: theoretical frontiers, academic monographs, youth forums, external windows, expert lectures, current focus, academic book reviews, legal analysis, case analysis, etc. In addition to meeting the characteristics of each section, submissions must also comply with the submission requirements and annotation style of "Cultural Law Review". 1Theoretical Frontiers: This column is the core column of our magazine, showcasing authoritative, theoretical, and guiding academic achievements in the field of cultural law. The submission should focus on the latest academic theories, research methods, and development trends in the construction of cultural rule of law. It should be a cultural law theory paper with rich academic content, able to raise questions and have corresponding countermeasures, which will help promote the development and progress of the discipline; 2Academic Monograph: This column focuses on the hot, major, and difficult issues in the practice of cultural rule of law in China. Contributions should provide a systematic and multi angle in-depth discussion of cultural laws, cultural rule of law, and cultural law issues in the practice of cultural rule of law in China, explaining cultural rule of law ideas, formulating legal governance strategies, and promoting the integration of cultural law theory and practice; 3Youth Forum: This column is open to outstanding doctoral and master's students in the field of law nationwide. Contributions should focus on the novelty, cutting-edge, and openness of the topic, and should have unique academic insights and innovative value; 4External Windows: This column provides comparative research on cultural legal theories, cultural legal systems, and the development of cultural rule of law in different countries, or draws on inspiring and feasible ideas from world cultural development to propose solid research on promoting the construction of Chinese cultural rule of law, including traditional and modern, local and transplant, commonality and diversity; 5Expert Lectures: This column will organize experts and renowned scholars in the field of cultural law to express their insightful views on hot issues in cultural law. Contributions should focus on major theoretical and practical issues in the new journey of socialist cultural rule of law construction in China, and propose forward-looking and contemporary concepts and propositions from a professional and systematic perspective; 6Current Focus: This column is specially established by our magazine, focusing on the latest research progress, emerging trends, hot issues or major events in the field of cultural law. We encourage authors to propose new perspectives or methods, making it easier for readers to grasp the latest developments in the field of cultural law. The submission should focus on the timeliness of the content and the innovation of research methods, and the form can include review articles, comments, interviews, or special reports; 7Academic Book Reviews: This column is specially established by our magazine to evaluate and discuss highly regarded and influential works in the field of cultural law or recently published academic works. Contributions can provide professional analysis on the originality, research methods, adequacy of evidence, and contribution to existing research of relevant works, and can serve as a part of academic discussions to stimulate further exploration and research in related works or fields; 8Legal Analysis: This column focuses on in-depth analysis of legal provisions, which has important value and significance for both legal research and legal practice. Contributions can provide detailed interpretations of specific legal provisions, with a focus on in-depth and comprehensive analysis. It can cover various legal application issues such as legislative background, legal meaning, normative purposes, constituent elements, practical applications, or legal effects that may be involved in legal provisions. Key legal provisions analysis: This column focuses on in-depth analysis of legal provisions, which has important value and significance for both legal research and legal practice. The submission can provide a detailed interpretation of specific legal provisions, with a focus on in-depth and comprehensive analysis, covering various legal application issues such as legislative background, legal meaning, normative purpose, constituent elements, practical application or legal effects that may be involved in legal provisions, and providing corresponding answers and solutions; 9Case Analysis: This section is dedicated to analyzing and commenting on specific legal cases, and is an effective way to serve judicial practice with legal theory. The submission should not only focus on the case itself, or provide a detailed analysis or judgment of the judge's understanding and logical reasoning of the concept of written law, but also pay attention to the legal analysis and application issues behind the case, in order to promote the interaction and combination of cultural law theory and cultural judicial practice, and further accumulate China's cultural law theory.
收稿范围：作者提交的稿件必须要有较详细的题目、摘要和关键词，这些稿件会经过严格公平的同行评审，编辑会在收到评审结果后一周内给予作者是否被录用的答复。录用的稿件将由澳门科技出版社高质量出版。论文一经刊登出版，我们会于第一时间给您寄送样刊。原稿论文或者评论文章是有关但不限于以下领域：

Scope: The manuscript submitted by the author must have a detailed title, abstract, and keywords. These manuscripts will undergo strict and fair peer review, and the editor will give the author a response on whether they have been accepted within one week after receiving the review results. The accepted manuscript will be published with high quality by Macau Science and Technology Press. Once the paper is published, we will send you a sample issue as soon as possible.
