党的二十大报告指出：“全面建设社会主义现代化国家，必须坚持中国特色社会主义文化发展道路，增强文化自信””建设文化社会主义文化强国，发展面向现代化、面向世界、面向未来的、面向民族的科学的大众的大众文化“。发展中国式的社会主义现代文化，离不开文化法治。而文化法治的发展离不开文化法学发展与繁荣。
文化法学作为一门新兴的交叉学科，致力于探究文化与法律之间的互动关系，以及法律对文化现象的调整的一般规律；文化法治强调法治原则在文化领域或行业的应用，旨在通过法律手段引导和保障文化事业与文化产业的健康发展。文化法律制度则是指一系列调整文化活动和关系的法律规范的总和。为繁荣文化法学研究，促进学术交流，推动文化法学学科发展，致力于我国文化法治事业，我们创办《文化法学评论》这一学术平台，期待与各位同仁共同见证我国社会主义文化事业和文化产业的繁荣，为中国式文化现代化贡献力量。
《文化法学评论》将秉持开放、包容、创新的学术理念，致力于发表高质量的研究成果，为文化法学的研究者、实践者以及政策制定者提供一个交流与对话的平台。我们欢迎来自不同学科背景的学者投稿，共同探讨文化与法律之间的复杂关系，揭示文化现象背后的法律逻辑，以及法律对文化发展的深远影响。《文化法学评论》将不断拓宽研究领域，深化研究内容，创新研究方法，推动文化法学学科体系的完善和发展。我们也将密切关注文化法治实践中的新问题、新挑战，为法律实务工作者提供有力的理论支持和实践指导。《文化法学评论》现开设的栏目包括本期关注、理论前沿、名家讲坛、学术专论、域外之窗、青年论坛、学术书评、案例评析等栏目，在此，我们衷心感谢各位同仁、专家学者以及广大读者的关注和支持。让我们携手共进，为文化法学的发展贡献智慧和力量，共同开创文化法学研究的新篇章。
Prologue: the report of the 20th National Congress of the Communist Party of China pointed out that "to comprehensively build a socialist modernized country, we must adhere to the path of socialist cultural development with Chinese characteristics and enhance cultural confidence." "To build a cultural socialist cultural power, we must develop a scientific popular culture that is oriented towards modernization, the world, the future, and the nation." The development of Chinese style socialist modern culture cannot be separated from cultural rule of law. The development of cultural rule of law cannot be separated from the development and prosperity of cultural law.
Cultural law, as an emerging interdisciplinary field, is dedicated to exploring the interactive relationship between culture and law, as well as the general laws governing the adjustment of cultural phenomena by law; Cultural rule of law emphasizes the application of legal principles in the cultural field or industry, aiming to guide and ensure the healthy development of cultural undertakings and cultural industries through legal means. The cultural legal system refers to the sum of legal norms that regulate cultural activities and relationships. In order to promote the prosperity of cultural law research, facilitate academic exchanges, and advance the development of cultural law disciplines, we are committed to the cause of cultural rule of law in China. We have established the academic platform "Journal of Cultural Law" and look forward to witnessing the prosperity of China's socialist cultural cause and cultural industry with our colleagues, and contributing to the modernization of Chinese culture.
The Journal of Cultural Law will uphold the academic concepts of openness, inclusiveness, and innovation, and is committed to publishing high-quality research results, providing a platform for communication and dialogue among researchers, practitioners, and policy makers in cultural law. We welcome scholars from different disciplinary backgrounds to submit articles, jointly exploring the complex relationship between culture and law, revealing the legal logic behind cultural phenomena, and the profound impact of law on cultural development. The Journal of Cultural Law will continuously broaden its research fields, deepen its research content, innovate research methods, and promote the improvement and development of the discipline system of cultural law. We will also closely monitor new issues and challenges in cultural rule of law practice, providing strong theoretical support and practical guidance for legal practitioners. The current columns of the Journal of Cultural Law include this issue's focus, theoretical frontiers, expert lectures, academic monographs, external windows, youth forums, academic book reviews, case analysis, etc. We sincerely thank our colleagues, experts, scholars, and readers for their attention and support. Let us join hands and contribute wisdom and strength to the development of cultural law, and jointly create a new chapter in cultural law research.
