商贸驱动型移民的社会融入与教育引导机制研究——以浙江义乌为例

摘 要：在全球化背景下，国际移民由“生存型”转向“商贸型”，浙江义乌作为典型样本，其商贸型移民以经济嵌入为先导的融入路径难以被传统理论完全解释。本研究以义乌为案例，构建 “贸易环境—教育干预—融入结果”分析框架，重点探讨教育引导在商贸型移民社会融入中的作用机制。研究表明，义乌已形成政府、市场、社区、家庭多元协同的教育引导体系，政府开展法治与政策规范教育，市场提供商务汉语与职业技能教育，社区推进文化融合与志愿教育，同时保障外籍子女公平教育。该体系通过语言资本、规则知识、社会资本三重转化，推动外籍人员从“经济嵌入”走向“社会嵌入”，在纠纷调解、外籍志愿服务、城市人才融入等方面成效显著。但当前教育引导仍存在课程供需错配、覆盖不足、文化隔阂、协同不畅等问题。为此，研究提出构建全链条教育服务、开发商贸法治文化融合课程、深化多方联动、建设数字化平台与激励机制等优化路径。义乌模式证明，教育引导是商贸型移民良性融入的关键治理工具，核心在于从“管理控制”转向“服务赋能”，既拓展了相关理论的中国语境适用性，也为外向型城市移民治理提供了参考。

Research on Social Integration and Education Guidance Mechanisms of Trade-driven Immigrants - Taking Yiwu, Zhejiang Province as an Example

Abstract: In the context of globalization, international migration has shifted from "survival-oriented" to "commercial and trade-oriented". As a typical example, the commercial and trade-oriented immigrants in Yiwu, Zhejiang Province, have an integration path led by economic embedding that cannot be fully explained by traditional theories. This study takes Yiwu as a case and constructs an "trade environment - educational intervention - integration outcome" analytical framework, focusing on exploring the mechanism of the role of educational guidance in the social integration of commercial and trade-oriented immigrants. The research shows that Yiwu has formed a diversified educational guidance system involving the government, market, community, and family, with the government conducting legal and policy education, the market providing business Chinese and vocational skills education, the community promoting cultural integration and volunteer education, and ensuring fair education for foreign children. This system promotes foreign personnel from "economic embedding" to "social embedding" through the triple transformation of language capital, rule knowledge, and social capital, achieving remarkable results in dispute mediation, foreign volunteer services, and the integration of urban talents. However, current educational guidance still faces problems such as mismatch in course supply and demand, insufficient coverage, cultural barriers, and poor coordination. Therefore, the study proposes optimization paths such as building a full-chain educational service system, developing trade law and culture integration courses, deepening multi-party collaboration, and building digital platforms and incentive mechanisms. The Yiwu model proves that educational guidance is the key governance tool for the benign integration of commercial and trade-oriented immigrants, and the core lies in shifting from "management control" to "service empowerment", which not only expands the applicability of relevant theories in the Chinese context but also provides a reference for the governance of migrant populations in outward-oriented cities.
