随着数字化转型的深入发展,数据作为新的生产要素,对现代经济社会的影响正在发生深刻变化。为解决数据流通困境,提升数据价值,数据资产确权引起学界和产业界的广泛关注。该论文系统地阐述了数据资产确权的含义,然后利用产权理论和市场效率理论,构建了一个理论模型来解释数据资产确权对要素市场效率的影响机制。研究结果发现,数据资产确权能够有效降低市场交易成本,激励数据创新和流通,从而提高要素市场的效率。同时,数据资产确权还能减少信息不对称,提高市场透明度,避免恶性竞争,进一步提高市场效率。然而,数据资产确权的制度设计和落地实施也面临一系列挑战,如数据隐私保护、数据所有权界定等,这需要政策制定者和学者共同面对并研究解决。本研究旨在推动我们深究数据资产确权的内涵、功能与价值,探讨如何构建更加高效、公平、健康的数据要素市场,为相关政策制定提供理论支撑与实践启示。

Abstract:
With the in-depth development of digital transformation, data, as a new production factor, is profoundly changing the influence on modern economic society. To solve the dilemma of data circulation and enhance data value, data asset confirmation has attracted widespread attention from both academia and industry. This paper systematically explains the meaning of data asset confirmation, and then uses property rights theory and market efficiency theory to construct a theoretical model that elucidates the impact mechanism of data asset confirmation on factor market efficiency. The research findings indicate that data asset confirmation can effectively reduce market transaction costs, incentivize data innovation and circulation, thereby improving the efficiency of factor markets. Additionally, data asset confirmation can also reduce information asymmetry, enhance market transparency, prevent vicious competition, and further improve market efficiency. However, the institutional design and implementation of data asset confirmation face a series of challenges, such as data privacy protection and the definition of data ownership, which require policymakers and scholars to jointly address and study solutions. This study aims to promote a deeper understanding of the connotation, function, and value of data asset confirmation and explore how to build a more efficient, fair, and healthy data factor market to provide theoretical support and practical inspiration for relevant policy-making.
