产教融合型城市建设的政策激励组合研究——以苏州自贸片区为例

摘 要:
为了更好推进我国产教融合型城市的发展,本研究以苏州自贸片区为例,研究政策激励在推动产教融合型城市建设中的作用。首先,通过对苏州自贸片区的成立背景、运行模式和政策环境进行详尽分析,展现了产教融合在实践中的内涵和操作路径,以及其对区域经济起到的推动作用。其次,基于政策工具理论,构建了政策激励对产教融合的影响机制模型,从供给侧和需求侧两个角度,分析了政策激励如何刺激企业投入教育、政府推进教育改革,促进产教融合的进行。然后,从税收优惠、资金支持、人才政策支持、研发创新支持及地方优惠政策五个方面,详细介绍了苏州自贸片区对产教融合的政策激励组合,并通过实证研究,证明了这些政策激励不仅有效带动了产教融合的进程,还进一步推动了区域经济的发展。最后,提出了若要推广这种政策激励模式,需留意的几个问题点,为我国其他地区产教融合型城市建设打下基础。本研究为政府决策提供参考,并对理论研究和实践应用有着重要的价值和意义。

Abstract:
In order to better promote the development of industry-education integrated cities in China, this study takes the Suzhou Free Trade Zone as an example to explore the role of policy incentives in promoting the construction of industry-education integrated cities. Firstly, by conducting a detailed analysis of the background of the establishment, operational model, and policy environment of the Suzhou Free Trade Zone, this study illustrates the connotation and operational pathways of industry-education integration in practice and its role in boosting regional economy. Secondly, based on policy tool theory, a model of the impact mechanism of policy incentives on industry-education integration is constructed. The analysis is conducted from both the supply and demand sides, investigating how policy incentives stimulate enterprises to invest in education, encourage government-led educational reforms, and facilitate industry-education integration. Next, this study provides a detailed introduction to the policy incentive combination for industry-education integration in the Suzhou Free Trade Zone from five aspects: tax incentives, financial support, talent policy support, research and innovation support, and local preferential policies. Empirical research demonstrates that these policy incentives not only effectively drive the process of industry-education integration but also further promote regional economic development. Finally, several issues to be noted in promoting this policy incentive model are proposed, laying a foundation for the construction of industry-education integrated cities in other regions of China. This study provides reference for government decision-making and holds significant value and importance for theoretical research and practical application.
