摘 要:
研究一项全国性中小学青年教师调查数据发现,志愿服务经历对中小学教师公共服务动机整体影响微弱,仅显著提升其“政策参与”维度,对学生导向奉献、自我牺牲与公共利益维度无显著作用。这一有限效应源于双重制约:组织环境制约使超半数教师体验欠佳,难以激发内在志愿服务动机;内容相关性制约使志愿服务与教师职业核心价值脱节,阻碍志愿服务动机向职业公共服务动机迁移。志愿服务动机在其中起中介作用,组织能力与文化是关键调节因素。结论表明,“行为-动机”迁移效力高度依赖实施情境质量。

Abstract:
Based on data from a national survey of young primary and secondary school teachers,this study finds that volunteer service experience has a weak overall impact on their Public Service Motivation (PSM),significantly enhancing only the dimension of “policy participation,” while showing no significant effects on student-oriented dedication,self-sacrifice,or commitment to the public interest. This limited effect stems from dual constraints: organizational constraints leave over half of teachers with suboptimal experiences,failing to effectively ignite intrinsic volunteer motivation; content relevance constraints disconnect volunteer activities from teachers' core professional values,hindering the transfer of motivation to occupational PSM. Volunteer motivation serves as a mediating role in this process,while organizational capacity and culture function as key moderating factors. The findings suggest that the effectiveness of "behavior-motivation" transfer is highly dependent on the quality of the implementation context.
